1.0, 1.5, and 1.8 MT super sacks. Cement is hygroscopic and plain woven fabric is not a moisture barrier, so we specify a polyethylene liner whenever product will sit in open or humid storage.

50 kg export bags, and 60 lb bags, the size the US trade channel generally asks for because crews have to lift them all day. Palletized and shrink-wrapped for container loading.

    Cement approval is source-specific. A mill your lab has not qualified cannot be substituted in later to save a schedule. Phuc Loi's reach across multiple tier-one producers is what lets us put several plants through qualification from the start, so a problem at one plant does not automatically become a problem with your delivery. Buy America eligible

Under federal Build America, Buy America rules, cement and cementitious materials are defined as excluded materials (IIJA §70917(c), 2 CFR 184.3, applied by FHWA at 23 CFR 635.410), so imported cement does not require a federal waiver on federal-aid work. That federal treatment does not override a state domestic-preference law, an owner's specification, or grant conditions attached to your project, and a manufactured product containing the cement is assessed on its own. Parcel size

A geared Supramax lifts roughly 50,000 tonnes in a single call and is usually the lowest cost per ton at that scale. Charter hire is priced on vessel days rather than cargo weight, so below about 25,000 tonnes we generally move cargo breakbulk or containerized instead. The crossover shifts with the port pair, the terminal, and the freight market, so treat it as a planning assumption and let us price your actual route.

Routing

Pacific sailings for Hawaii and the West Coast. We route Gulf and East Coast cargoes through the Panama Canal, which on our modelling is materially shorter than the Suez alternative and avoids Red Sea war-risk premiums, though canal tolls and draft restrictions can move that comparison.

Leading Vietnamese export mills produce cement conforming to US standards, not just domestic ones. Every Soku shipment includes mill test reports documenting conformance.

Environmental Product Declarations

Vietnamese cement now comes with an EPD.

For years the honest answer to “does your mill have an EPD?” was no, and that alone ended conversations with LEED projects and federally funded work. It is no longer the answer. Vietnamese producers now publish declarations written against the American standards.

  • Registered, not promisedA producer within Phuc Loi's network holds a current declaration on the International EPD System, published in 2025 and valid to 2030. It is registered and publicly verifiable today, not an application in progress.
  • Written to ASTM, including Type ILIts declared scope runs across ASTM C150 Types I, II, I/II, III, V and II/V, and extends to ASTM C595 Types IL and IP, with a separate declaration for clinker. So the portland-limestone specification is disclosed too, not only the ordinary one.
  • Registration numbers with your quoteWe provide the specific registration numbers, publishing plant, and validity dates for the declaration behind your order, so your sustainability consultant can verify it at source before you commit.

Two precisions that matter, because overselling this helps nobody. An EPD is an environmental disclosure, not a conformance certificate and not a low-carbon certification: it reports a declared global warming potential, and whether that figure clears your project's threshold or earns a LEED optimization credit is a calculation against your own specification, not something the declaration decides. And an EPD is registered to a specific plant, not to a country or a company, which is exactly why we work through a partner with reach across several producers. Tell us at the inquiry stage that a declaration is required, and Phuc Loi routes your order to a plant that already holds a current one rather than asking you to wait out the four to seven months a new declaration takes.

State DOT qualification, run with you

For public and DOT work, states qualify cement sources through approved-source lists backed by AASHTO-accredited mill laboratories (ASTM C1222), ASTM C150/C595 conformance documentation, shipment-level certification, and in some states NTPEP data. Several state specifications explicitly admit foreign mills that meet these requirements. Soku USA manages the approved-source application process alongside your team, state by state.

Qualify more than one plant, from the start

Cement approval attaches to a specific source, not to a specification. Once your lab has qualified one plant against your aggregates and admixtures, a second plant cannot simply be substituted later to protect a delivery date, it has to go through its own qualification with its own material. Expect a full vetting cycle to run many months. We therefore submit several plants for qualification at the outset, so that if schedule pressure later forces a source change, the alternate is one your laboratory has already seen. Any substitution still depends on your approval and on capacity being available.

Duty position as of August 2026. Cement clinker (HTS 2523.10.00.00) and grey Portland cement (HTS 2523.29.00.00) carry a Column 1 general NTR rate of Free. A Section 301 action addressing forced labor, published at 91 FR 47318 (FR Doc 2026-15181, dockets USTR-2026-0265 and USTR-2026-0266), applies an additional 12.5 percent to products of Vietnam entered on or after 24 July 2026 under Chapter 99 heading 9903.05.84. Cement is not among the exempted categories, so we price it in rather than around it. No US antidumping or countervailing duty order on Vietnamese cement or clinker is in effect; the historic US cement AD orders are against Japan and Mexico. Soku quotes are landed-cost with the current duty layer included, and classification is confirmed with a licensed customs broker before contract.

FAQ

Does Vietnamese cement meet ASTM standards?

Yes. Leading Vietnamese export mills manufacture Portland cement conforming to ASTM C150 Type I and Type II, including low-alkali grades, specifically for the US market. Every Soku shipment includes mill test reports documenting conformance; project acceptance is always subject to your engineer's specification and shipment testing.

How much cement does Vietnam export?

Vietnam is the world's largest cement and clinker exporter, shipping roughly 30 million tonnes per year, and one of the world's top three producers at about 110 million tonnes annually (USGS). In 2025, Vietnam tied with Canada as the second-largest source of US cement imports at 19 percent each, behind only Turkey.

Are there US import duties on Vietnamese cement?

Yes, and we would rather you hear the number from us than from your broker. The base rate is Free: cement clinker enters under HTS 2523.10.00.00 and grey Portland cement under 2523.29.00.00, both Column 1 general rate Free. On top of that, a Section 301 action addressing forced labor, published at 91 FR 47318 on 28 July 2026, applies an additional 12.5 percent to products of Vietnam entered on or after 24 July 2026, under Chapter 99 heading 9903.05.84. Cement is not in the exempted categories. Separately, no US antidumping or countervailing duty order covers Vietnamese cement or clinker; the historic US cement AD orders are against Japan and Mexico, and the active Vietnam trade cases are in unrelated products such as rebar. Some now do, which was not true a few years ago. A producer within Phuc Loi's network holds a current declaration registered on the International EPD System, published in 2025 and valid to 2030, whose declared scope covers ASTM C150 Types I, II, I/II, III, V and II/V and extends to ASTM C595 Types IL and IP, with a separate declaration for clinker. Two points of precision. An EPD is an environmental disclosure rather than a conformance certificate or a low-carbon certification: it reports a declared global warming potential, and whether that clears your project's threshold or earns a LEED credit is a calculation against your specification. And it belongs to a specific plant, not to a country or a company, which is why the breadth of the producer network matters. What order sizes can Soku USA handle?

From containerized bagged cement for smaller projects up to full bulk vessels of around 50,000 tonnes. The economics change with size: a geared Supramax carrying roughly 50,000 tonnes gives the lowest cost per ton, while charter hire is priced on vessel days rather than cargo weight, so a part cargo pays for space it does not use. Below roughly 25,000 tonnes we generally move breakbulk or containerized instead. Tell us your volume and destination and we will structure the shipment honestly, including telling you when your parcel is too small to charter.

How is the cement packed?

Bulk, lined bulk bags (FIBC super sacks at 1.0, 1.5, or 1.8 MT), 50 kg export bags, or 60 lb bags for the US trade channel, palletized for container loading. Private label is available. One caution worth raising early: cement is hygroscopic and plain woven polypropylene is not a moisture barrier, so if product will sit in open or humid storage we specify a polyethylene liner. Lined bags cost more than plain ones, and we quote them as a separate line rather than burying the difference.

Can you supply ASTM C595 Type IL portland-limestone cement?

Type IL is produced to order rather than held in stock, and a minimum parcel applies. Our documented conformance today is ASTM C150 Type I and Type II. For Type IL we supply samples for your own laboratory to qualify before any contract, and we will not represent a Type IL as qualified for your specification until your lab says it is. If Type IL is what your project or state specification calls for, tell us at the inquiry stage, because it changes the lead time.

Do you sell FOB, or delivered?

Either. Vietnamese mills typically sell FOB and expect telegraphic transfer, which leaves the buyer chartering vessels, carrying origin risk, and paying before the cargo moves. Most American buyers would rather buy CFR or CIF against a Letter of Credit. Soku USA sits in that gap: we quote FOB, CFR, or CIF, arrange the ocean freight, and act as the US-based counterparty on US terms.

How long does shipping to the USA take?

Typically several weeks by ocean freight depending on the destination. Documented shipments from Vietnam to the US Gulf run about five to six weeks; West Coast and Hawaii routes are shorter.

Which ports do shipments leave from?

Primarily Cam Pha, Hai Phong, and Nghi Son, Vietnam's main deep-water cement and clinker terminals. Phuc Loi shipments load at Nghi Son in vessels up to 50,000 metric tonnes.

Is imported cement Buy America eligible?

Yes. Under IIJA Section 70917(c), implemented at 2 CFR 184.3 and applied by FHWA at 23 CFR 635.410, cement and cementitious materials are excluded materials outside Buy America's domestic-preference categories, so imported cement can be used on federal-aid projects without a waiver.
